Milli Majlis to discuss key issues at plenary session

The next plenary session of the Milli Majlis of the Republic of Azerbaijan will be held today. The agenda includes 12 items concerning civil service, taxation and banking, labour relations, environmental protection and other areas.

TodayPress TV reports that several items on the agenda will be considered at the third, first and second readings.

The full list of items on the agenda is as follows:

1. Draft law “On the approval and entry into force of the Civil Service Code of the Republic of Azerbaijan and related legal regulation” (third reading).

2. Draft law amending the laws of the Republic of Azerbaijan “On Approval of the Regulation on Service in State Tax Authorities”, “On Labour Pensions”, “On the Status of Military Personnel”, “On Approval of the Regulation on Military Service”, “On Military Duty and Military Service” and “On Diplomatic Service”, in connection with amendments adopted on December 22, 2023, under Law No. 1074-VIQD (third reading).

3. Draft law amending the Tax Code of the Republic of Azerbaijan and the laws “On the Status of Military Personnel”, “On Police”, “On Approval of the Regulation on Service in Customs Authorities”, “On Service in Prosecutorial Bodies”, “On Approval of the Regulation on Service in the Internal Affairs Bodies of the Republic of Azerbaijan”, “On Intelligence and Counterintelligence Activities”, “On Service in Justice Authorities”, “On Approval of the Regulation on Service in Migration Authorities” and “On Service in Emergency Situations Authorities” (third reading).

4. Draft law amending the annex to the Law of the Republic of Azerbaijan “On the Territories and Lands of Municipalities”, entitled “List of Municipalities in the Republic of Azerbaijan”.

5. Draft law amending certain laws of the Republic of Azerbaijan in connection with the implementation of Law No. 279-VIIQ of October 31, 2025, “On Public Services”.

6. Draft law amending the Law of the Republic of Azerbaijan “On the Central Bank of the Republic of Azerbaijan” (first reading).

7. Draft law amending the laws of the Republic of Azerbaijan “On Banks” and “On the Securities Market” (first reading).

8. Draft law amending the Law of the Republic of Azerbaijan “On Service in Justice Authorities” (first reading).

9. Draft law amending the laws of the Republic of Azerbaijan “On Environmental Protection” and “On Environmental Impact Assessment” (first reading).

10. Draft law amending the Labour Code of the Republic of Azerbaijan (first reading).

11. Draft law amending the Law of the Republic of Azerbaijan “On Public Procurement” (second reading).

12. Draft law amending the Criminal Code and the Code of Criminal Procedure of the Republic of Azerbaijan (second reading).
