“Dear officers, warrant officers, midshipmen, cadets, sergeants, soldiers, sailors, civil servants and civilian employees!
I sincerely congratulate you on november 8 – Victory Day, which we celebrate with great pride and solemnity, and wish each of you success in your sacred and honourable service aimed at further strengthening Azerbaijan’s defence capabilities.
Thanks to the exceptional services of Heydar Aliyev, the National Leader of our people, unified command was established in the Azerbaijani Army, which guarantees the independence, sovereignty, defence and security of our republic. Our armed forces were thus formed as a regular army, while military development was consistently prioritised.
The path to Victory, which began with the salvation mission of the Great Leader, and his development strategy are being successfully continued by the President of the Republic of Azerbaijan and Supreme Commander-in-Chief of the Armed Forces, Mr Ilham Aliyev.
Major achievements in strengthening our country’s defence capabilities, along with extensive reforms carried out in the army, military exercises and successful large-scale counteroffensive operations against enemy provocations, further strengthened the personnel’s determination to achieve victory. As a result, november 8 – Victory Day – was written in golden letters in Azerbaijan’s glorious military history. Today, the continued implementation of extensive reforms in the Azerbaijani Army under the leadership of the Supreme Commander-in-Chief is making our armed forces even more powerful and invincible.
The declaration of 2026 as the “Year of Urban Planning and Architecture” in our country, by order of the head of state, makes a significant contribution to the extensive reconstruction, restoration and development work being carried out in the liberated territories.
Under the leadership of the Victorious Supreme Commander-in-Chief, the Azerbaijani Army achieved a brilliant victory in the Patriotic War. As a result of successful combat operations and counterterrorism measures, our historic lands that had remained under enemy occupation were liberated. Thanks to the resolute and far-sighted policy pursued by the Supreme Commander-in-Chief and the strength of our army, Azerbaijan’s territorial integrity and sovereignty have been fully restored.
The valiant Azerbaijani Army continues to make a worthy contribution to ensuring that reconstruction and development work proceeds peacefully in the liberated territories, where the State Flag of the Republic of Azerbaijan now flies proudly, as well as to the successful implementation of the Great Return programme.
I am confident that, remaining faithful to the Constitution of the Republic of Azerbaijan, the Military Oath and military regulations, you will continue to strengthen your combat and moral-psychological readiness and further develop your efforts and skills to achieve new successes in your service.
On the eve of november 8 – Victory Day, as always, we remember with deep respect and reverence the memory of the sons of our homeland who sacrificed their lives for Azerbaijan’s independence, territorial integrity and sovereignty.
The families of our martyrs, our wounded servicemen and war veterans remain at the centre of our state’s attention. Thanks to the attention and care of Supreme Commander-in-Chief Ilham Aliyev and First Vice-President Mehriban Aliyeva, important steps are being taken to improve their living conditions and address their social needs.
I extend my congratulations and best wishes on the occasion of this holiday to the parents and families of our fallen servicemen, our comrades-in-arms who lost their health in the service of the Motherland, and our dear veterans.
Once again, I sincerely congratulate each of you on november 8 – Victory Day and wish you good health, long life and continued success in your honourable service to the Motherland and the independent Republic of Azerbaijan”.
