Pashinyan’s plan to secure Bashkend falls through: What leverage does he have left?
Armenian Prime Minister Nikol Pashinyan has reportedly made an informal proposal to Azerbaijan regarding the exchange of enclaves and exclaves.
TodayPress TV reports that, under the proposal, Armenia would hand over the territories of Tigranashen (Karki), Verin Voskepar (Yukhari Askipara) and Sofulu to Azerbaijan, while Azerbaijan would transfer the village of Artsvashen (Bashkend) to the other side.
Baku is reportedly unlikely to agree to such an exchange.
Armenia’s leverage over Azerbaijan in negotiations is said to be limited. For this reason, it has also been suggested that Pashinyan could eventually agree to return all the enclaves to Azerbaijan.
