Is Hungary changing its policy toward Ukraine?
Hungary has lifted its veto on opening two negotiating clusters related to Ukraine’s accession to the European Union (EU).

The EU Council’s Working Party on Enlargement has approved the screening results for the “Internal Market” and “Competitiveness and Inclusive Growth” clusters. Subsequently, EU ambassadors agreed at a meeting of the Committee of Permanent Representatives to send letters inviting Ukraine and Moldova to submit their negotiating positions.
Budapest had blocked this stage for several months, demanding guarantees from Kyiv for the Hungarian minority in Transcarpathia. In June, the two sides agreed on an 11-point plan concerning minority rights, after which Hungary allowed the opening of the two clusters.
“The EU Council’s Working Party on Enlargement has approved the screening results for clusters 2 and 3 for Ukraine, and today, at a meeting of the Committee of Permanent Representatives of the EU countries, the EU ambassadors agreed to send letters to the governments of Ukraine and Moldova on the submission of their negotiating positions,” the publication quoted a diplomatic source as saying.
